Tax avoidance in u.s. history
Since the time that taxes have been instituted in the United States there have been citizens that have refused to pay taxes. When somebody is refusing to pay their taxes for political reasons their plight is deemed tax resistance.
Tax resistors are very different from tax protesters. The tax protesters are the people that believe the government does not have the right to tax citizens while the tax resistors are refusing to pay their taxes to protest.
The majority of the time the tax resistors fall into one of five different categories. These categories can be traced back to even the first tax resistors.
First, those that refuse to pay may take issue with what their tax monies will be spent on. They feel that because of their ethical issues that they have with what the institution is going to do with their money that they cannot pay the tax.
There are many people that do not believe it is okay to wage war or to be involved in any wars and they will refuse to pay their taxes because they do not want their money supporting a war effort.
Second, they feel that the tax is not legitimate or it is not fair. When they believe that a tax is unfair they may pay taxes associated with other policies and refuse to pay the taxes only associated with the law they feel is unfair.
A good example of this from the history of our nation is when the people that were participating in the women's suffrage movement decided to stop paying taxes. The women believed that it was unfair to be taxed if they would not have any representation in the government.
Third, some people want to protest against the institution and all of the taxes that the institution forces on the people. They will refuse to pay their taxes because they do not support the institution that they are being taxed by.
For example, the American Amish refused to pay the social security tax. They felt that this tax was unfair because as a religious organization they would not be taking any social security money from the government.
Fourth, groups of people may feel that if they do not pay their taxes they will be able to change the institution. The group of people not paying their taxes may create a force that the government has to reckon with.
The Russian people serve as a good example of this concept. The duma wanted to use the tax resistance to take power from the Russian Czar.
Fifth, the people that believe in overthrowing the government think that they will be able to legitimatize the authority of the government in the eyes of the public. Taking away the legitimacy from the government would weaken their power.
The Voluntaryists believe that they will be able to take away the credibility and the power of the government by not paying any taxes. The state depends on the taxes for their money and this group of people wants to take as much stability and power from the government as possible.
Just as there are many different reasons for people to refuse to pay their taxes, there are also many different ways for people to not pay their taxes. The methods are can be vastly different from one another.
First, redirection is a very popular method of people that are refusing to pay their taxes. Instead of just not paying any money to the government and keeping that money for themselves they make a donation to charity.
The donation that they make is the same size of the taxes that they would have paid to the government. These people want to show that they are not being selfish with their money.
The charities that the re-directors direct their money to are the charities that they believe are doing jobs that the government should be doing or should be supporting. This way they feel that their taxes are being used for good purposes.
Some people will pay their taxes under protest. This means that although they are paying their taxes they are also protesting.
They will send their taxes in low denomination bills or any other inconvenient way of sending their taxes. Many of those that protest will also include a letter to the government agencies protesting the different taxes.
